No, and you should know that before you sign up. There is no queue, no waiting list and no standby list. Chairwarden is appointment booking: if someone walks in and you take them, they are your call and your calendar is yours to move. What it does do is make sure the clients who do book online cannot break up your long appointments.

That depends on your quick threshold. Set it to 15 and only a line-up may sit inside a protected block in relaxed mode; leave it at the default 30 and a beard trim or a kids' cut may too, because they are all under it. In Strict mode none of them are offered a time inside a block.
